Ibrahim Neyaz is executive director of performance measurement at the Saudi National Center of Performance Measurement (Adaa). 

The center recently launched a smartphone application that will help measure people’s satisfaction levels with government services. The app, Watani, allows users to provide performance feedback directly to government organizations. 

“The Watani application aims to improve the performance of all government entities and services nationally,” said Neyaz.

DOHA/DUBAI: Qatar’s Doha Tower, a spike-tipped cylinder that glows orange at night, won an award when finished in 2012 amid a Gulf-wide real estate boom, but today about half of its 46 floors are empty.
The office tower, now a familiar part of the capital’s high-rise skyline, has run foul of what real estate brokers, bankers and analysts say is an oversupplied Qatar property market ahead of the 2022 World Cup that mirrors a real estate downturn in the wider Gulf region after a drop in oil prices.

THE HAGUE: The World Court will hear arguments on Monday in a dispute between India and Pakistan about a former Indian navy commander sentenced to death by Islamabad for allegedly being an intelligence agency spy.
The hearings come at a time of particularly strained relations between the nuclear-armed neighbors following a suicide attack on a convoy in Kashmir on Thursday that killed 44 Indian paramilitary policemen.

AMMAN: Jordan said Friday that two deadly explosions which rocked the Salt region northwest of the capital Amman were apparently linked to a militant cell.
A security source had previously told AFP that old mines were behind Thursday's blasts which killed a farmer and three members of the security forces.
But analysis of the site found the blasts were caused by "homemade explosives buried in the ground matching the type used by a terrorist cell in Al-Fuhais" last August, government spokeswoman Jumana Ghneimat said.

JEDDAH: Tourism chiefs have been taking part in a major five-day Saudi campaign to help promote Indonesia as a top international holiday destination.
More than 165,000 Saudis visited the Southeast Asian country in 2018, and officials there are aiming to increase that number to 200,000 as part of a global visitor target of 20 million for this year.
From Feb. 11-15, the Indonesian Tourism Ministry has been working with its Consulate General in Jeddah to run a series of events in the Kingdom in a bid to boost the country’s tourist attractions.

WASHINGTON: President Donald Trump will declare a national emergency Friday to fund his long-sought US-Mexico border wall, after agreeing to a measure that prevents a new government shutdown but excludes the billions he demanded for the barrier.

"I am going to be signing a national emergency," Trump said from the Rose Garden, as he claimed illegal immigration marked "an invasion of our country."

His announcement of his intentions came on the same day as he said he would state his case on Daesh "within 24 hours."

CAIRO: An Egyptian security official says a home-made bomb has exploded near a mosque in Cairo’s district of Giza, leaving three people wounded.
The official says the blast took place during Friday prayers near Al-Istaqama mosque in a busy square in the heart of Giza.
Police sealed off the entire district and diverted traffic as security forces searched for the culprits.
An Interior Ministry statement blamed members of the Muslim Brotherhood for the attack, which it said targeted a security checkpoint. The Islamist group has been banned in Egypt since 2013.

DUBLIN: Ireland and the European Union are frustrated by the lack of clarity from the British parliament on Brexit, Irish Foreign Minister Simon Coveney said on Friday after British Prime Minister Theresa May’s government lost another vote.
“I think we were reminded again last night of the reality that the House of Commons isn’t clear in terms of what it wants; there doesn’t seem to be a majority of MPs asking for anything specific,” Coveney told reporters.

ZURICH: Kuwait-based Agility Group is talking to Panalpina over a tie-up that complicates Danish rival DSV’s $4 billion bid for the Swiss logistics group that is being fought by Panalpina’s biggest shareholder.
Panalpina and Agility said on Friday that they were discussing how the two companies’ logistics operations could work together. Agility, with 22,000 employees and $4.6 billion in annual revenue, has been expanding globally under managing director Tarek Sultan.
Panalpina added that it was still reviewing the DSV proposal “according to its fiduciary duties.”

LONDON: Daesh's capabilities have been destroyed and it is no longer able to detain civilians, Acting US Secretary of Defense Patrick Michael Shanahan said Friday at the Munich Security Conference. 

Shanahan also said that the global coalition to defeat Daesh has “eliminated the group's hold over 99 percent of the territory it once claimed as part of its so-called caliphate." "We have ensured ISIS no longer holds the innocent people of Syria or Iraq in its murderous iron fist."
